Le chef de corps des sapeurs-pompiers suggère la construction de caserne dans chaque arrondissement.
Pour quelle raison les sapeurs-pompiers de Tsaralalàna n'interviennent-ils pas en cas d'incendie en dehors de la commune urbaine d'Antananarivo ?
- En principe, la caserne des sapeurs-pompiers de Tanjombato s'occupe de la périphérie comme Iavoloha, Sabotsy-Namehana ou Itaosy. Les sinistres dans les six arrondissements sont du ressort de la caserne de Tsaralalàna. Certaines communes en dehors de la ville ont cessé de verser leurs cotisations à la caserne de Tanjombato, ce qui empêche cette dernière d'agir convenablement en cas d'incendie.
Existe-t-il une solution à cela ?
- Il faut chercher une solution pérenne pour éviter le pire. Chaque arrondissement de la capitale doit se doter d'une caserne de sapeurs-pompiers, pour que le feu soit toujours maîtrisé à temps. Ceci étant, il est du devoir de chaque maire de procéder à la protection de la population.
Certaines victimes vous reprochent de la lenteur des interventions...
- Le délai d'intervention est fonction du lieu du sinistre et des difficultés inhérentes à la circulation. La recherche d'un point d'eau ou d'une bouche d'incendie retarde la maîtrise des feux, vu la capacité de nos camions-citernes. En outre, nous manquons d'éléments et il est temps de transmettre aux cadets les expériences des aînés. De même, il faudrait
renouveler le matériel et multiplier les bouches d'incendie.
Comment expliqueriez-vous la série d'incendies survenue récemment ?
- Il n'y a aucune explication générale à cela, la cause diffère d'un sinistre à un autre. Pour prévenir les incendies, j'incite les propriétaires d'établissements ouverts au public de procéder à une étude de la prévention. Elle comprend le processus pouvant éviter l'éclosion du feu, l'installation d'un robinet d'incendie ou tout simplement d'un exctincteur de feu. Cela revient à protéger par soi-même ses biens avant l'intervention des sapeurs-pompiers.

Please excuse us for writing this thread in English. We read this mroning that a delegation of the wise from the COI would be travelling to Madagascar to mediate in the conflict. La COI dépêche un « groupe de sages »
Après avoir proposé ses bons offices dans la recherche d’une solution à la crise malgache, la Commission de l’Océan Indien a pris l’initiative de dépêcher dans ce pays un « groupe de sages ».
Ceux-ci se concerteront dans le cadre d’une démarche médiatrice se fondant sur les valeurs de solidarité, de proximité et de fraternité qui constituent le ciment politique et les principes fondateurs de notre organisation.
Monsieur Jérémie Bonnelame, ancien Secrétaire Général de la Commission de l’Océan Indien et ancien Ministre des Affaires Etrangères représentera les Seychelles au sein de ce groupe. Celui-ci sera en outre constitué de personnalités éminentes des pays membres de la Commission de l’Océan Indien.
Monsieur Bonnelame a quitté les Seychelles lundi 9 février pour l’Ile Maurice où il retrouvera le Secrétaire général de la Commission de l’Océan Indien, Monsieur Callixte d’Offay et les autres membres du groupe afin de commencer leur médiation.
Les Seychelles sont vivement concernés et attristés par la tournure que prennent ces évènements et s’engagent activement au sein de la Commission de l’Océan Indien pour trouver une issue rapide et satisfaisante à cette crise.

The former Mayor who has visited or researched our Seychelles EU community portal project the complex issues we have addressed - including our contribution to changes from OAU - to African Union, the killing which went on in Kenya, the situation in Zimbabwe and other very pertinent issues.
Most important other complex mechanism at play/work which caused the killing in Kenya, the situation in Zimbabwe and other recent African mess now affecting Madagascar. Unless one understand those mechanism , how it works an influence such issues one cannot control or make proper political in put.

On account of the political and military crisies in Madagascar we have addressed the President of TGV Europe, TGV Madagascar explaining who we are and what we have done in the past and our role in the Indian Ocean for the past 25 years.
We explained we had expected for those who have certain knowledge of issues that the COI delegation led by Mr Calixte D’Offay and the “Elders or Sage” would have contributed to a solution this did not happen and the situation became more difficult -
The Madagascar Military Force gave the people , more or less the COI, RIM Association nations and African Union 72 hours to find or come up with a solution.
We communicated to some of the TGV officials that we can contribute give our contribution in the Kenya crises, that of Mozambique other African Union Countires - we have the ability and capacity to contribution to other important world and regional conflicts again those who know.
We underlined and warned our concern that in the past we have made very important contributions and the parties who have benefited have been the certain large nations of the EU where we have to work and live. The real reason for the situation in Madagascar.

Equally on the 12/03/09 - the need to monitor closely developments and impacts - the very important issues we introduces yesterday evening. { We know of the needs to be discrete in such issues and have some 27 years experience - how ever given Bernard Madoff jail sentence - people like him who know the many parallel NETWORKS out there working World Financial Markets and Economy - THOSE JUDICIAL AND POLITICIANS AND THE MEDIA PRETENDING THEY DO NOT EXIST. Because we manage these mechanism in relation to the debacle in Madagascar for urgent call for a serious economic Plan - those mechanism and tools have to be used. Again suddenly in the news and world Market report all the major Stock Markets are green and countless multinational in the green.
For these reason we have set up the Network COI- RIM Association and called/asked leading Madagascar Executive to join this Network, they would get to know first hand what has been going on in the big world for the past 25 years what has impided Madagascar Development and the current situation.
Bernard Madoff, Milken the Junk Bond King and other who know who we are call us Mad because in doing and working the way we do we do not earn a cent instead the big Multinational , the Stock Markets and the Big Investors or those who know .
Because of thes situation several, large Financial multinational created and developed such business practice. In Seychelles, the Indian ocean region except Mauritius because those professional who know what has been going on - the financial and corporate practuice they have copied this practice and they are making big money and good business .
We trust the issues we have presented here will be debated and taken at Madagascar national level by all concern.
We have also addressed many such issues at the AKS Seychelles Forums. It really does not encourage nobody to get involve if each time we do something only the Stock Market, the big finance and their economy benefits.
